Victory For Musicians Traveling With Instruments The FAA Enacts Rule Updating Carry-On Guidelines WHAT IT IS: The Federal Aviation Administration has finalized clear and consistent rules for travelers boarding commercial flights with musical instruments. These new guidelines go into effect for all airlines on March 6, 2015. The Recording Academy and other stakeholders began the campaign several years ago to have Congress address this issue. Following the 2012 GRAMMYs on the Hill Advocacy Day, Congress passed the Federal Aviation Administration (FAA) Modernization and Reform Act of 2012. Lobbying efforts continued to have the FAA issue rules to implement the law in 2014.
